Bare assertions of judicial conspiracy, even if framed as apprehended bias, are insufficient to disqualify all judges of a court from hearing a matter. A disqualification application may be dealt with on an institutional basis where the application targets the entire court. The fair-minded observer would regard allegations that judges deliberately concealed evidence as fanciful absent any supporting evidence beyond the applicant's dissatisfaction with adverse outcomes.
