Low purity of drugs in supply offences does not require a sentencing judge to find the offending below the mid-range of objective seriousness. Purity is one factor among several, including the offender's role, the quantity of drugs, and the estimated street value. R v Blair does not establish that low purity alone mandates a below mid-range assessment.
