A starting point of 22 years against a maximum of 25 years for a s 66EA offence involving s 61J ingredient offences with only two circumstances of aggravation (age and authority) is manifestly excessive because it is commensurate only with a worst category case. The absence of aggravating circumstances listed in s 61J(2) does not mitigate the seriousness of the offending that did occur.
