Where offenders are low-level participants with limited knowledge of the quantity involved, the sentencing judge is entitled to focus on the offender's role and state of knowledge rather than treating quantity as the dominant factor. Courier cases involving prolonged involvement and full knowledge of importation are not apt comparators for offenders whose participation was limited to dismantling packaging over a short period.
