A Controlled Operation Authority under Part IAB of the Crimes Act 1914 (Cth) that authorises participants to 'engage in discussions, communications and arrangements regarding the purchase' of drugs is sufficiently specific to comply with s 15GK(1)(f) and authorises not only conduct antecedent to a purchase but also the actual purchase transactions. The word 'arrangement' encompasses both the planning and execution of transactions. The Act does not require specification of the particular drug or quantity in the authority. The meaning of '(if any)' in s 15GK(1)(f)(ii) remains an open question.
