A general and uncertain witness description of an offender — particularly where clothing is described only as 'possible', physical characteristics are not unusual, and the description is not distinctive — will not without more constitute reasonable grounds for arrest under s 99(1)(a) LEPRA, especially where police fail to make obvious enquiries of those present.
