When assessing whether a pro bono referral is in the interests of the administration of justice under UCPR r 7.36, the court will consider the applicant's history with prior pro bono referrals (including whether assistance was actually utilised), whether the proposed proceedings raise issues of legal principle or are merely evaluative, and whether the applicant's own experience as a litigant means they would not obtain significant benefit from counsel.
