A doctor's surgery constitutes a 'medical centre' as defined in the Standard Instrument LEP and is excluded from the definition of 'business premises'. The concluding exclusionary paragraph in the definition of 'business premises' applies to both sub-paragraphs (a) and (b), not merely to the last sub-paragraph. Consequently, an existing use as a doctor's surgery cannot be characterised as a 'commercial use' under cl 41(3) of the EPA Regulation, and cl 41(1)(e) cannot be relied upon to change such an existing use to another commercial use.
