The word 'procure' in s 66EB(2)(a) of the Crimes Act 1900 (NSW) means 'to cause or bring about' unlawful sexual activity with a child, and does not require any element of persuasion, inducement, or special effort. A guardian's active consent to arrangements leading to a child's sexual activity can constitute procurement. Religious belief motivating the offending is not an ameliorating factor on sentence. The authorities on 'procure' in the accessorial liability context (Truong v The Queen) and prostitution procurement context (Castiglione; Pikos) do not govern the meaning of 'procure' in s 66EB.
