For offences of penile-anal penetration of a 3-4 year old child by a parent (s 66A, maximum 20 years), in the absence of significant mitigating circumstances and with no remorse, indicative head sentences of 11 years are appropriate. For fellatio on a child of the same age, an indicative head sentence of approximately 9 years and 6 months is appropriate. The Court expressed misgivings about the finding of special circumstances under s 44 but was constrained by the Crown's concession.
