The weight to be given to dead time is discretionary and relevant factors include the temporal disconnect between the dead time and the subsequent offending, and the circumstances giving rise to the dead time. Full credit for the entire period is not automatic. For large-scale trafficking in 1,4-BD involving approximately 8,865 kilograms (4,400 times the commercial quantity), a sentence of 8 years' imprisonment on a 25-year maximum was appropriate even after significant discounts for cooperation and plea.
