A sentence of 18 months' imprisonment (with release after 9 months) for sustained social security fraud of $63,724.27 over 3½ years, involving forgery and false statements, was upheld as within the appropriate range notwithstanding guilty plea, full restitution, prior good character and mental impairment with a causal connection to the offending. Immediate imprisonment remains the ordinary disposition for sustained and deliberate social security fraud, even where mental impairment reduces moral culpability to some extent.
