A combination of arguable appeal grounds and a psychological report diagnosing PTSD (where the assessment was incomplete and the practitioner's qualifications were questioned) did not constitute exceptional reasons for bail pending appeal under cl 4A pt C sch 1 of the Bail Act 1982 (WA). An appellant's youth and a relatively short non-parole period may warrant an expedited hearing even where bail is refused.
