Where co-offenders are sentenced by different judges and the upline supplier receives a significantly lesser sentence than the middle man, a justifiable sense of grievance may arise warranting resentencing, even where the co-offender's sentence is not unreasonably lenient. The finding of special circumstances reducing the non-parole period ratio has no relevance to the parity comparison. An offender who tenders reports containing inconsistencies bears the onus of clarifying those inconsistencies and is not denied procedural fairness by the sentencing judge's reliance on the inconsistencies without first inviting submissions.
