A non-parole period representing 80.4 per cent of the head sentence is not necessarily manifestly excessive where the offender has an appalling criminal history and the offending is grave. Sentences at the very top of the available range are justified for deliberate attacks on police officers performing their duties, particularly where the offender has extensive prior convictions, no remorse, and poor prospects of rehabilitation.
