A finding that an offender's mental health contributed to the commission of the offence does not require that moral culpability must be reduced — only that it may be reduced. The degree of reduction is a matter of weight within the sentencing judge's discretion. Similarly, the degree of adjustment to the statutory ratio after a finding of special circumstances is discretionary, and a 'minor adjustment' of six months on a 10-year aggregate sentence is not erroneous where the non-parole period reflects all purposes of punishment.
