When sentencing a mentally ill offender whose moral culpability is reduced, the sentencing judge must expressly consider the protection of the community, particularly where the offender lacks insight into their mental illness and is non-compliant with treatment. Failure to do so constitutes specific error. The balance of term may be increased without altering the non-parole period to ensure adequate parole supervision for treatment of mental illness, even where the non-parole period has already expired.
