The power under s 75(1)(b) of the PPRA to require a driver to remain at the scene is strictly limited to the purpose of impounding the motor vehicle and cannot be used to detain a person for the purpose of serving documents. Whether the period of restraint was 'reasonably necessary' is an objective question, not one for the police officer's subjective judgment. The Queensland Police Traffic Manual cannot expand the statutory power of detention beyond what is authorised by the Act. The impounding notice required by s 78 is notification of a past event and need not be served at the place or time of impoundment.
