Pre-hearing correspondence showing a party's willingness to pay security for costs does not warrant variation of a costs order where the party only offered the amount eventually ordered shortly before the hearing and after the application was filed. A party who makes no submissions on costs at the hearing faces reluctance from the court in permitting re-opening of the costs question.
