Section 636(1) of the SPA does not require a development-specific assessment of actual additional demand on trunk infrastructure; the adopted charge methodology under a charges resolution reflects additional demand through a 'broad brush' approach. For 'specialised uses' under a charges resolution, the Council is required to select an appropriate development category from the table of adopted charges based on an assessment of use and demand, not to undertake detailed modelling of actual demand. Challenges to the GFA methodology are challenges to the adopted charge itself and are precluded by s 478(3)(a). However, the pre-condition of additional demand must genuinely be satisfied — where no additional demand exists on trunk infrastructure, no ICN may issue.
