A sentence close to the maximum penalty for a drug offence under s 6(1)(a) of the Misuse of Drugs Act 1981 (WA) cannot be justified for an offender at the lowest level of the hierarchy of a drug enterprise, even where the quantity of drugs is unprecedented and the enterprise is sophisticated and international in scale. The offender's role in the hierarchy, youth, and personal circumstances must be given appropriate weight alongside the quantity and purity of the drugs.
