Paragraph 13.1.2(1) of Direction No. 79 does not require a decision-maker assessing risk to the Australian community to conduct separate risk assessments for each different type of offence in an applicant's criminal history; a holistic assessment identifying common causal factors underlying the offending is sufficient.
