Where offending is charged as rolled-up charges covering different periods, the sentence on each individual charge must be proportionate to the objective criminality of that charge. The fact that a charge represents the beginning of a larger course of criminal conduct cannot justify a disproportionate sentence on that individual charge. A sentence of 2 years' imprisonment for a first offender on a charge involving two transactions totalling approximately $4,400 was manifestly excessive even in the context of a broader scheme involving nearly $1 million.
