The sentence of 15 years' imprisonment for LCQ trafficking involving 3.8 times the threshold quantity, as part of a continuing commercial enterprise for profit, is within range. The Gregory principle requiring increased sentences for upper-end commercial quantity trafficking has a 'knock on effect' requiring consequent increases in sentences for large commercial quantity trafficking. Trafficking by possession for sale is no less serious than trafficking by actual sale, and the duration of possession is of little significance compared to its character. Where an offender elects not to contest deportation and has a history of voluntary residence in the country of deportation, the prospect of deportation is of relatively little significance to sentencing.
