A notice of appeal that consists of incoherent allegations of bias and conspiracy, from which no valid grievance can be discerned, will be dismissed under r 5604(b) of the Court Procedures Rules 2006 (ACT) even where the appellant is self-represented. The court reiterated its view that appeals from appeals in the ACT should be subject to a leave requirement.
