When sentencing for multiple child sexual offences involving separate victims and distinct time periods, the aggregate sentence must reflect the separate criminality against each victim through additional accumulation, even where significant concurrence is appropriate for offences against the same victim. The use of the word 'depart' in relation to the standard non-parole period does not, without more, establish that a sentencing judge adopted an impermissible two-tiered approach. Sentencing courts do not require victim impact statements to take into account the profound and long-lasting effects of child sexual abuse on victims.
