Where a sentencing judge finds special circumstances warranting a reduction in the statutory ratio between non-parole period and parole period, the commencement date selected for the sentence must be fixed so that the total effective sentence, when combined with any existing sentences, gives effect to that finding. A commencement date that restores the statutory ratio across the total effective sentence negates the special circumstances finding and renders the sentence manifestly excessive to that extent.
