A sentence of 3 years' imprisonment (20% of maximum) for trafficking a significant quantity of heroin, where the offender acted as a trusted courier on a limited factual basis, is within range even with substantial mitigatory factors including delay, guilty plea during the pandemic, psychological conditions causing hardship in custody, and rehabilitation efforts. It is perfectly proper to give effect to a rehabilitative purpose by fixing a non-parole period lower than would otherwise be imposed, and a low non-parole period to head sentence ratio does not of itself indicate error in the head sentence.
