A determination by an authorised agent under s 114(2A)(g) of the Accident Compensation Act 1985 (Vic) 'not to pay' weekly payments is, where it operates to extinguish the worker's entitlement, a decision to 'terminate or reduce weekly payments' within the meaning of s 114E(1)(c). Workers whose weekly payments are denied by such a determination and who subsequently have the decision set aside are entitled to interest on outstanding payments from the date the determination took effect. The terms 'not to pay', 'terminate', 'reduce' and 'claim' in s 114E(1) are to be given a non-technical, ambulatory meaning.
