A diagnosis of paraphilic disorder and paedophilia has some, albeit limited, relevance to the reduction of moral culpability in sentencing for child abuse material and sexual offences. The youth of an offender and early exposure to internet pornography are of greater significance in reducing moral culpability. Where effective treatment programs are unavailable in custody, a partially suspended sentence enabling community-based treatment may best serve rehabilitation and community protection.
