A trial judge's adverse credibility findings based on surveillance evidence can properly undermine the reliability of psychiatric expert opinions that were premised on the applicant's self-reported histories of physical disability. Where an applicant's PTSD is in remission and the current psychiatric condition is an adjustment disorder with mixed anxiety and depressed mood, this falls well short of the 'permanent severe mental or permanent severe behavioural disturbance or disorder' threshold in s 325 of the WIRC Act.
