A medical panel's reasons for concluding that a workplace soft tissue injury has resolved are adequate where they explain the panel's reliance on the natural history of the injury, the passage of time, normal examination findings, and normal imaging results. A submission that persisting complaints and symptoms must logically be linked to an initial injury absent an intervening event is a challenge to the panel's reasoning, not the adequacy of its reasons, and is impermissible on judicial review.
