Sufficient evidence of quasi-custodial conditions must be tendered to support such a submission. A sentence of 3 years' imprisonment (20% of maximum) for trafficking simpliciter in nearly 19 kilograms of 1,4 butanediol by an offender with three prior trafficking convictions was held to be modest.
