A positive finding under s 66(2) of the Crimes (Sentencing Procedure) Act 1999 (NSW) that community safety is best served by the offender serving the sentence in the community does not mandate an ICO, but a sentencing judge cannot decline to order an ICO solely on the basis of general deterrence without giving paramountcy to community safety.
