A judge's prior adverse decision against a party in a related but distinct proceeding does not, without more, give rise to a reasonable apprehension of bias requiring disqualification, and unparticularised allegations of systemic discrimination or concerns about judicial appointment do not satisfy the two-step test in Ebner v Official Trustee in Bankruptcy.
