The failure to identify a particular claim or response in an adjudicator's reasons will not of itself demonstrate failure to consider it, and the principles of judicial restraint in finding legal unreasonableness apply even more stringently to adjudicators' decisions under the SOP Act than to administrative decision-makers generally.
