New psychiatric or psychological evidence on a sentence appeal must throw significant new light on facts existing at the time of sentence; evidence that merely provides additional support for hypotheses already before the sentencing judge, or identifies possible diagnoses based on personality traits already identified, will not meet the threshold for admission.
