Grounds of judicial review under the Judicial Review Act 2000 (Tas) need only identify the real basis of complaint and show it is at least arguable; there is no general requirement to particularise material facts as in inter partes civil litigation. The substance of the case is to be developed through written submissions, not through particulars. Strong case management reasons support limiting orders for particulars in judicial review proceedings to those contemplated by the established authorities and r 777B of the Supreme Court Rules 2000.
