Where both Bugmy and Verdins principles apply, the Verdins principles may moderate general deterrence without requiring an additional reduction in moral culpability beyond that already achieved by the Bugmy principles. A non-parole period may be preferred over partial suspension where the offender has complex needs requiring managed reintegration by the Sentence Administration Board. For rolled-up theft charges, the objective criminality is greater than that of an individual count, and the structure of the sentence should reflect relative seriousness rather than chronology.
