Impecuniosity of an appellant constitutes a 'special circumstance' under UCPR r 51.50(1) but will not of itself warrant an order for security. Where an order for security would stifle a bona fide appeal with real prospects of success, and the application is brought after unexplained delay close to the hearing date, the residual discretion should be exercised against ordering security. The status of the applicant as a litigant in person does not diminish the relevance of delay.
