A child care centre proposed at a signalised intersection on a classified road may be refused where acoustic modelling shows outdoor play areas exceed the 55 dB(A) criterion in the AAAC Guideline and air quality modelling cannot demonstrate acceptable levels for young children, notwithstanding design measures such as U-shaped building layout and setbacks.
