A condition requiring offsite works imposed under s 4.17(1)(f) of the EPA Act, which does not require landowner's consent, can satisfy the essential services requirement in cl 7.7 of the BLEP that 'adequate arrangements have been made' for stormwater drainage and vehicular access, particularly where the development is integrated development obliging the council to issue a s 138 approval under the Roads Act 1993.
