Practitioners acting in compulsory acquisition matters must identify the public purpose strictly within the acquiring authority's empowering legislation and cannot rely on broader government programs. Where value increases result from an extraneous catalyst (here, the WSA) rather than directly from the acquiring authority's road project, those increases are not disregarded under s 56(1)(a), potentially resulting in substantially higher compensation awards.
