Expert structural engineering evidence is not reasonably required to establish legal unreasonableness of a development consent where the consent authority had demolition plans before it based on structural engineering work and imposed conditions requiring detailed structural certification, and the applicant's challenge in substance takes issue with the merits of the decision.
