An applicant's vulnerability through indigeneity, mental health and childhood trauma, combined with community support and stringent bail conditions including home detention and substance abuse treatment, may together be sufficient to show cause and mitigate unacceptable risk even where the applicant has an extensive criminal history and poor compliance record.
