Confirms that in judicial review proceedings under UCPR Part 59, notices to produce and discovery applications will be confined to material before the decision-maker, and broad requests seeking to investigate underlying facts or demonstrate patterns of maladministration across multiple decisions will be set aside as misconceiving the nature of judicial review. Self-represented litigants may have notices to produce treated as discovery applications but must still satisfy relevance requirements.
