Dynamic risk factors including age, deteriorating physical health, diminished libido, de-escalation of offending, and limited access to technology may collectively reduce the risk of serious sex offending below the unacceptable risk threshold, particularly where the existing CPOR Act supervisory regime provides adequate safeguards.
