The proposed two-storey additions were found to have a dominating visual impact due to their siting and massing, particularly the southern side extension and northern elevation presentation, compounded by solid fencing and gate forms. The applicants' argument that recent housing reform rezoning to the Housing Choice and Transport Zone justified a heightened 'tolerance' for more prominent infill development within heritage precincts was rejected on the facts, as the negative heritage impacts arose from the specific design approach rather than the principle of two-storey additions.
