Where VCAT orders a person to undergo neuropsychological assessment, the person is not a 'client' of the assessing psychologist under the APS Code of Ethics, and compliance with the GA Act's mandatory considerations (ss 8, 30, 32) will substantially satisfy the obligation under s 38(1) of the Charter to give proper consideration to relevant human rights.
