Section 57 of the Fair Trading Act 2010 (WA) and s 223 of the Australian Consumer Law (WA) are not in a general-to-specific relationship; the Commissioner may issue public warnings about unfair business practices under s 57 even where the conduct might also engage s 223, and the Commissioner's combined investigative and decision-making role under the FT Act does not of itself give rise to a reasonable apprehension of bias.
